Shipped a used product with missing pieces

I bought this as a Christmas gift for my brother. The box came looking extremely beat up, but I didn't think much of it at the time. I just figured that it was damaged in the shipping process. My brother finally told me months later that the product was obviously a return from another customer. Not only did it not include the rod, but there were other random objects inside the box that didn't belong to the product. Feeling awful that I gave this as a gift.
